<p style="outline-style: none; outline-width: initial; outline-color: initial; margin-top: 0px; text-align: justify; ">Defence Secretary Leon Panetta told 60 Minutes on CBS, in a profile to be broadcast today, that Shakil Afridi helped provide proof that the compound in Abbottabad to which they had tracked a Bin Laden courier, was indeed sheltering the al-Qa&#39;ida leader. Armed with this information, President Barack Obama swiftly authorised last May&#39;s assault by a US Navy Seals team. Bin Laden was killed, and a much-embarrassed Pakistan arrested Dr Afridi for acting for a foreign intelligence service. He has been in jail since, on suspicion of treason. Mr Panetta said he is &quot;very concerned&quot; for the doctor.</p>
<p style="outline-style: none; outline-width: initial; outline-color: initial; text-align: justify; ">Mr Panetta gave no further details, but previous off-the-record briefings, both in the US and Pakistan, have provided details of just how US officials verified that the tall bearded figure seen walking in the compound was indeed Bin Laden. They could not confirm identification from long-range photographs, but strongly suspected they had found their man.</p>
<p style="outline-style: none; outline-width: initial; outline-color: initial; text-align: justify; ">Dr Afridi, the medic in charge of health in the Khyber, was recruited by the CIA to collect DNA evidence from the children inside the compound to confirm that they were Bin Laden&#39;s &ndash; he rarely went anywhere without them for long. The plan was to mount a local hepatitis vaccination programme; ostensibly a public health initiative, its real purpose was to establish the genetics of the people inside the compound.</p>
<p style="outline-style: none; outline-width: initial; outline-color: initial; text-align: justify; ">A nurse was duly allowed in. Either through collecting blood samples, through DNA traces on syringe needles or via an electronic device she reportedly carried in her handbag, the necessary proof was obtained. Operation Geronimo was launched, and President Obama was soon able to announce that the world&#39;s most wanted man was dead.</p>
<p style="outline-style: none; outline-width: initial; outline-color: initial; text-align: justify; ">Pakistan was embarrassed on several levels. First, that the US was able to mount such an operation on its soil. Second, that it did not inform Pakistan until it was over. Third, by the implication that Pakistan&#39;s participation in the hunt for the al-Qa&#39;ida leader was less than whole-hearted. Mr Panetta told CBS: &quot;Don&#39;t forget, this compound had 18ft walls &#8230; It was the largest compound in the area. So you would have thought that somebody would have asked the question: &#39;What the hell&#39;s going on there?&#39;&quot;</p>
<p style="outline-style: none; outline-width: initial; outline-color: initial; text-align: justify; ">He said he remains convinced that someone in the Pakistani government &quot;must have had some sense&quot; that a person of interest was in the compound, but added that he has no proof that Pakistan knew it was Bin Laden.</p>
<p style="outline-style: none; outline-width: initial; outline-color: initial; text-align: justify; ">Of the accusation of treason against Dr Afridi, he said: &quot;He was not in any way treasonous &#8230; Pakistan and the United States have a common cause here against terrorism &#8230; and for them to take this kind of action against somebody who was helping to go after terrorism, I think is a real mistake.&quot;</p>
<p style="outline-style: none; outline-width: initial; outline-color: initial; text-align: justify; ">Associated Press reported yesterday that Pakistan had hoped to resolve the matter quietly, perhaps releasing Dr Afridi to US custody, according to two Pakistani officials. They requested anonymity because the investigation into charges that the doctor behaved treasonously was ongoing.</p>

Hajjar said according to the Prophet Muhammad&rsquo;s (pbuh) teachings, the sacred area of Mina cannot be extended and the pilgrims have to be housed in the demarcated area during their stay.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">Sri Lankan Consul General Athambawa Uthumalebbe also took part in the talks between the two ministers.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">Speaking to Arab News from Jeddah following the talks, Fowzie, who is also in charge of Sri Lankan Haj Affairs, described the talks as useful to help prepare for the next pilgrimage.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">Fowzie said he made a request to the Haj minister to stipulate a fixed quota of pilgrims for Sri Lanka during the signing of the agreement between the two ministers. He explained that last year a quota of 2,800 pilgrims was given, but subsequently on a request made by the Sri Lankan government the Haj Ministry increased this by 1,000. However, by that time there was no time to fill this increased quota.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">The minister said Haj operators exploit such situations and increase their charges, claiming last-minute arrangements could cost more money.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">The Sri Lankan minister said the Saudi minister assured him that a fixed quota of Lankan pilgrims would be provided. &ldquo;Such an arrangement is good where we need not bargain for an increased quota and can go ahead with the stipulated number,&rdquo; he said.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">&ldquo;In 2010 we received a quota of 5,800. This year I have requested the Haj minister to approve the same number,&rdquo; Fowzie said, adding the Saudi minister said he would be taking up the matter with the relevant committee that deals with pilgrim quotas.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">He also thanked Custodian of the Two Holy Mosques King Abdullah for providing improved facilities and services to the pilgrims who come from all parts of the world. &ldquo;There was a time when stampedes were an annual feature. Now the new improvements at the Jamrat have facilitated the smooth flow of pilgrims in the area,&rdquo; Fowzie said.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">The Ministry of Rural and Municipal Affairs is expected to implement development projects in the holy sites worth over SR1.4 billion. Two new projects will connect Aziziyah district with the Jamrat area via tunnels and another will link the King&#39;s Road to Al-Sharaie district. There are other projects that include the expansion and improvement of the western area of the Jamrat.</span></p>
<p style="line-height: 17px; margin-top: 0px; margin-right: 0px; margin-bottom: 15px; margin-left: 0px; text-align: justify; "><span style="background-color:#fff;">Dispelling rumors about Sri Lanka expelling Islamic preachers, Fowzie said tourist visas are given to non-Sri Lankans for their leisure holidays. &ldquo;There was a misunderstanding with the local immigration authorities and now they have been sorted out with the parties concerned,&rdquo; he said, pointing out visitors from India, Bangladesh, Pakistan and the Middle East would be allowed to enjoy their stay and continue their Dawa&#39;h work as per the stipulated period mentioned in their respective visas. &ldquo;Regular preaching by such visiting scholars have refreshed Islamic values in the island,&rdquo; Fowzie said, adding 8 percent of the country&#39;s 21 million population are Muslim.</span></p>

<p style="text-decoration: none; ">The popular leader has called the trial a government bid to cripple his opposition ahead of upcoming polls.</p>
<p style="text-decoration: none; ">The ruling by Judge Mohamad Zabidin Diah set off celebrations in the Kuala Lumpur High Court, with Anwar mobbed by his wife, daughters and opposition politicians in joyous scenes.</p>
<p style="text-decoration: none; ">&quot;Thank God, justice has been served,&quot; Anwar said after&nbsp;the judge pronounced him not guilty.</p>
<p style="text-decoration: none; ">&quot;I feel vindicated, but we still have an agenda and a struggle. We now have to focus on the general elections,&quot; he said.</p>
<p style="text-decoration: none; ">In a posting on his Twitter feed shortly after the ruling, Anwar said: &quot;In the coming election, [the] voice of the people will be heard and this corrupt government will be toppled from its pedestals of power.&quot;</p>

<p style="text-decoration: none; ">It was the second sodomy verdict in a dozen years for Anwar, a former deputy premier in the 1990s, who was next in line to head the country&#39;s long-ruling government until a spectacular downfall.</p>
<p style="text-decoration: none; ">The charismatic Anwar had been groomed to succeed former prime minister Mahathir Mohamad until a bitter row between them saw Anwar ousted in 1998, beaten and jailed on sodomy and&nbsp;corruption charges widely seen as politically motivated.</p>
<p style="text-decoration: none; ">Once the sodomy charge was overturned in 2004 and he was released, the affair threw Anwar into the opposition, which he led to unprecedented gains against his former ruling party in 2008 general elections.</p>
<p style="text-decoration: none; ">But the new sodomy charges emerged shortly after those polls, accusing&nbsp;Anwar of sodomising a former male aide,&nbsp;the charges&nbsp;sparked accusations they were concocted by the ruling United Malays National Organisation to stall the opposition revival.</p>
<p style="text-decoration: none; ">Sodomy is illegal in Muslim-majority Malaysia and punishable by 20 years in jail.</p>

<p>Hon. Deputy Chairman, there seems to be an atmosphere of complete peace and harmony prevailing in this House today and I think that is because we are discussing the Vote on the Ministry of National Heritage.</p>

<p>The person who is heading that Ministry is an erudite scholar, a man of letters and a scholar of fame with a great name. He is blessed with a great moral fortitude. Even in conversation he sounds philosophical. That is (Dr.) Jagath Balasuriya.</p>
<p>&ldquo;After the Ministers versus MPs 20-20 cricket match played yesterday for the first time in history, which is unique in the whole world, where Parliamentarians played a match with the Ministers of the Cabinet, there seems to be complete harmony prevailing in this House.</p>
<p>Even the Secretary-General of Parliament was a witness to this spectacle. If we can go on and on like this, Parliament will be a much more peaceful place to represent.</p>
<p>The match was played for the Speaker&rsquo;s Trophy for the first time in history. It is unique.</p>
<p>Even President Mahinda Rajapaksa immediately on his arrival from Buro-Budur in Indonesia, straightaway came into the pavilion.</p>
<p>Also, the Leader of the Opposition joined the President as a spectator. What a convivial atmosphere prevailed in the grounds! We always cross swords with each other in this House but MPs from both sides of the House joined to play a great match &#8211; a great game in its true spirit.</p>
<p>&ldquo;Today, Hon. Deputy Chairman, we heard two dissertations from MP J.R.P. Sooriyapperuma and also from the Hon Janaka Bandara, our friend over there. Sir, I must thank them because a lot of history, civilization, was unearthed through their illuminating lectures I should say, not Parliamentary speeches.</p>
<p>Hon. Deputy Chairman, among other things that I want to place before the Ministers, there are various places of historical and archaeological importance of the Muslims in this country. Straightaway comes to our mind Beruwala, where the Arab first came as settlers to this country and they made a very strong community, a loyal community in this country.</p>
<p>Some time ago, there was a declaration almost spelling out to make these historical and archaeological important sites, because the first mosque built in Sri Lanka Masjid-ul-Abrar is situated there.</p>
<p>I was involved with M.A. Bakeer Markar, the past illustrious Speaker of this House when he renovated the Masjid-ul-Abrar with the backing of Abdul Hameed Hajjiar &#8211; I remember them &#8211; T.M.N. &lsquo;Duke&rsquo; Hameed, Ismeth Abdullah who is in London today, Ajward Master A.W.M. Raziek Marikar, who was the Chairman of the Urban Council, Beruwala. Sir, there was a stamp issued. You must take action to declare these historical and archaeological important sites as national heritage.</p>
<h4>Malays and Memons</h4>
<p>&ldquo;Also Sir, There is the Malay Community and Memon Community in this country.</p>
<p>These two communities are an integral party, very loyal and patriotic citizens. They came to Sri Lanka from Java and Malaysia. They established the Wekanda Mosque 225 years ago.</p>
<p>The other day, the ambassador for Indonesia, Djafar Hussein went and declared open a website in that historic Mosque. And there is the Java Lane Mosque, Java Street in Slave Island, Java Chavakachcheri is now Chavakachcheri where the people from Java came during the Dutch period. Some of them were brought as prisoners here and others who came were from Royal and Noble families later.</p>
<p>They were great scholars. Malay people were men of Valour and Vigour, very clever, very determined, very bold and very strong in their outlook. So, Sir, their historic places must be renovated.</p>
<p>There is also the Dharma Kabeer Jummah Mosque in Hambantota. That is also a very historical important Mosque and there are Malays and others around the place.</p>
<p>Their forefathers were buried in the Grand Mosque at New Mosque Street which was looked after by the ancestors, Sir Razik Fareed. He was mentioning about the Museum which was built by Wapche Marikar, the grandfather of Sir Razik Fareed.</p>
<p>I think, many arteifacts that were very recently discovered by the Muslim archaeologists must be exhibited in the Colombo Museum for posterity.</p>
<p>&ldquo;There is the Seven Virgins Mountains in Maskeliya. An Indonesian Haj plane crashed over there. We do not call it a historic place, but the place to remember that some hundreds of Hajjis were buried there.</p>
<p>Recently, I think, once again the Ambassador for Indonesia Djafar Hussein visited this site.</p>
<p>&ldquo;There is a mosque built in that place by M.H.M. Fazal Hadjiar together with a lot of others.</p>
<p>&ldquo;Then, there was a plane crash at Kimbulapitiya in Katunayake. About 300 Hajjis were flown back to Jakarta.</p>
<p>There is a memorial built by that great man, Sir Abdul W.M. Ameer, who was the Consul General, a very senior man, of the Dominican Republic. A Haj memorial building is now come up at the foot of the Seven Virgins in Maskeliya in memory of those shuhadas.</p>
<p>The deceased are called in Islamic term &ldquo;shuhadas&rdquo;. There is also a Haj memorial building closer to the airport. I think that also must come into your reckoning, Hon. Minister.</p>
<p>&ldquo;Then, we know about the civilizations that arose in the banks of Euphrates and Tigris, along the Nile and in the Indus Valley, the Mohenjo-daro and Harappa civilizations.</p>
<p>Member of Parliament Sooriyapperuma, Knows all these things; he waxed eloquent when he was lecturing at the Muslim League Youth Front some time ago.</p>
<p>&ldquo;Then, Sir, there is a Maimon mosque in the Fourth Cross Street in Pettah, which was built in 1929. The Maimon community came from Gujarat. They are also an integral part of Sri Lanka.</p>
<p>They call this their own land. They earn; they spend; they are a philanthropist-minded community. One of our greatest lecturers and Imams, Khaleelur Rahman Hazrat &#8211; we call him &ldquo;Manimolli Moulana&rdquo; &#8211; was one of the most famous Khateebs from that place. There is also the Java Lane.</p>
<p>Baghdad and Kufa</p>
<p>&ldquo;Sir, when talking about world civilizations and archaeological sites, we are reminded of cities like Baghdad and Kufa, which were completely decimated, eradicated and destroyed by Zionist western powers and they are still carrying it on.</p>
<p>The Bamiyan Buddha statues were destroyed by the Taliban. It was Moulavi Niyaz Mohamed Marhoom who took the Muslims against that round the city. Recently, Sir, when we were in Male, the President was talking to the President of Afghanistan Hamid Karzai. He said, &ldquo;That was a great historical civilization. It should never have been destroyed by those vandalists&rdquo; and it is still being carried on, Sir.</p>
<p>&ldquo;What do they do? They give the Nobel Prize and other awards to people who are responsible for destruction. They are the number one vandals in this world, as we could call them.</p>
<p>Sir, I quote from chapter 3 on page 41 of the brilliant book called &ldquo;To the Ends of the Earth: The Hunt for the Jackal&rdquo; written by acclaimed British author, David Yallop:</p>
<p>&ldquo;On April 10, 1948, the Palestinian village of Deir Yassin, near Jerusalem, was destroyed. Its inhabitants, 260 men, women and children, were slaughtered; some were shot, some hacked to death.</p>
<p>The attack was a combined operation by two Jewish groups, the Irgun, whose Commander in Chief was Menachem Begin, and the Stern Gang, one of whose leaders was Yitzhak Shamir.</p>
<p>In 1980 Begin was awarded the Nobel Peace Prize. In 1983, when Begin resigned from office, he was succeeded as Prime Minister of Israel by Yitzhak Shamir. History is written by winners.&rdquo;</p>
<p>President Obama was subsequently awarded the Nobel Peace Prize. For what, may I ask in this House. The Norwegian Nobel Committee made this award to President Obama stating, I quote:</p>
<p>&#8230;&#8230;for his extraordinary efforts to strengthen international diplomacy and cooperation between peoples. The Committee has attached special importance to Obama&rsquo;s vision of and work for a world without nuclear weapons.&rdquo;</p>
<h4>Zionist terrorism</h4>
<p>&ldquo;The other day, our respected Governor of the Western Province, &ldquo;Jamal-al-Lail&rdquo; Seyed Alavi Mowlana, led a massive demonstration from the Dewatagaha Mosque to the Lipton Circus against the Nato attack on Palestine. Incidentally, that Mosque should also be included in the list of National Heritage Sites because there is a long history behind this ancient shrine of Shaikh Osman Waliullah.</p>
<p>&ldquo;Then, I would like to mention as to how NATO bombed the people in Pakistan and 26 innocent soldiers were killed.</p>
<p>What do they mean? Is it restoring of peace or restructuring destruction of human beings and the properties in other countries? Thus drivers must match the safety with which they drive to that of the road design. This is called a road safety culture. This must be established. The culture that prevails on the normal roads must not be allowed to enter the expressways. Accidents on expressways tend to involve multiple vehicles and heavy fatalities.</span></div>

Drivers must get used to a number of new driving attributes such as high speed lane changing, merging and diverging at interchanges, sudden braking, maintaining lane control, over-takings, handling stationary objects when moving at high speed, avoiding collisions among other vehicles, management of headways etc. Most of these tasks become increasingly risky with speed. The level of risk at 100 km per hour will be more than double that at 80 km per hour. Our recommendation is to open the highway at 80 km per hour and to undertake a safety study during this time before increasing it to 90 and then to 100 km per hour.</span></div>

However, knowing the attraction that a highway of this nature will have on our people, it is likely that the highway will begin with sight seers and thrill seekers who may pose a major threat on safety management. These vehicles are usually vans and hired buses and an accident involving one of them could result in a high toll on human life. It is therefore our recommendation that the access to this highway be initially restricted to vehicles registered as cars and dual purpose vehicles which will carry only the allowed number of passengers as per registration. Moreover only vehicles having seat belts, good quality tyres, lights and generally in good appearance of being road worthy should be allowed to enter. This will also make the numbers that should be given user awareness manageable. It could then be opened for buses and trucks.</span></div>

Parking of a car or van and opening a door would require at least 2 &frac12; metre width and a heavy vehicle more than that. We have been advised that this is only 1.75 metres and can only be termed a &lsquo;budget- expressway&rsquo; as it does not allow full expressway features. A car developing a mechanical fault may be able to just get out of the traffic lane. But its occupants cannot open a door. If indeed this width has not been provided it is a grave concern how such situations can be safely handled. It is interesting to ascertain if vital safety features have been compromised in design and cost cutting. If indeed the width is inadequate, some re-adjustment of lane widths and if that is not possible now, of speeds may have to be undertaken. CILT Sri Lanka wishes to emphasise that road safety should never be compromised for speed or cost.</span></div>

Moreover, the expressway does not seem to have any locations where Police could stay to detect speeding or other offences.</span></div>

<div><span class="Apple-style-span" style="color: rgb(0, 0, 0); font-family: 'times new roman', 'new york', times, serif; font-size: 16px; ">Adherence to rules and traffic regulations by the users should be strictly monitored by the enforcement agencies, including the Police, Department of Motor Traffic and the Road Development Authority. Unlike in many other areas where we have seen slackness in law enforcement, any lacuna in enforcement with regard to the usage of Expressway is sure to yield catastrophic consequences. The Southern Expressway bears an added responsibility in this regard as its experience stands to set precedence for all future expressway usage in Sri Lanka. Therefore, it is the earnest call of the CILTSL that the laws be strictly enforced with respect to the usage of Southern Expressway regardless of the status or creed of the errant.</span></div>

They could then be given a paper certificate then and there which they can show when they wish to use the facility again. This could be handled by training some police officers or engaging some driving instructors after they themselves are allowed to drive and learn on the highway. This will be a valuable exercise that will yield much more benefit than the cost and effort involved. This will mean that passengers in the vehicle also are made aware. Limiting initial vehicle categories will make this achievable.</span></div>

Drivers must slowly learn the fine art of smooth merging and diverging at ramps. The ramp entry and exit maneuvers are likely to be difficult for drivers who have not used these before. The vehicles on the expressway should give way to entering traffic. It is necessary to establish correct pattern for this before allowing large numbers to use these. If not, bad practices will become the norm and difficult to change not only in the Southern Expressway but also on the others in future. Drivers should also be made aware how to handle emergencies when travelling at high speeds, such as tire blow outs, bird strikes, engine and brake failures. The latter is particularly important for large vehicles.</span></div>

The usual practice is that once a road is constructed, funds are not prioritised for maintenance. Moreover, remedial action is often delayed making the road dangerous, slow and costlier to repair. In this respect we would welcome the payment of a toll that would at least provide for regular operation and maintenance of this highway without burdening the non-users. The country&rsquo;s Western Province governor Alavi Mowlana is expected to arrive in the capital on Wednesday to lead the team.</span></p>
